I finally tracked down a physical copy of the Princeton Review's "Best 371 Colleges" guide for 2010 as I was obsessed with figuring out which college station was the lucky #3 in their "most popular college radio stations" listing.
So. Mystery solved. Seton Hall gets the honors this time around. They were inadvertently left off of the online list, so hopefully fame is now restored to their radio station WSOU 89.5 FM; indeed a very popular hard rock/metal station with 60+ year history on FM.
